The 1922 Conveyance document contains the clear covenant which says the Maindy Velodrome site can't be built on.

The infomation on the covenant is contained in the Land Registry documents below. The Conveyance document clearly states on pdf page 8 (with further information on pdf page 11) that the land is "preserved kept and used only as park open space or recreation or playground as hereinafter mentioned." Maindy Park Conveyance:: The Conveyance document dates from 1922 and is the legal agreement the Council signed with the Marquis of Bute when he donated Maindy Park to the people of Cardiff.

 

Basically Cardiff Council made a promise to the Marquis of Bute to keep Maindy Park as open space in perpetuity. Cardiff Council now plan to destroy that promise.

Charity Indenture: The Indenture we received from the Charity Commission below is the governing document of the Maindy Park Charity. The adjacent 'Scheme' document is an amendment allowing the Council to use any money raised on the charity land to be used elsewhere in cardiff for recreation purposes only.
